Justin Heller, speaking during public testimony, urged the committee to address LimeScooters operating on sidewalks and to pursue stronger enforcement of bike‑lane rules. Heller said he has heard complaints from at least 17 people in his community about scooter riders on sidewalks and described encounters where riders used profane language when asked to move to the roadway.
Heller suggested that removing rental scooters could allow the city to re‑establish a helmet law to improve enforcement and said officers should be empowered to address other visible safety issues such as jaywalking and vehicles parked in bike lanes. The chair suggested Urban Experience or police enforcement provide an update to the committee at a future meeting on enforcement of bike‑lane violations and debris removal.
