Staff also reminded commissioners that the city council has placed limits on leasing city property for concessionaires and that any formal, recurring use of park space for commercial activity typically requires council approval and an agreement with the city. Staff noted exceptions for brief, one-off meetups (for example, a single Facebook Marketplace transaction) and that safe-exchange stalls are intended to give residents a secure, public location to meet/transfer goods.
The discussion concluded with staff advising commissioners to defer to police for operational details and to route any requests for recurring use or formal agreements through community development and city council as appropriate.
