Seneca County commissioners approve transfers, contracts and road bids; roll-call votes recorded

The Seneca County Board of Commissioners adopted a series of routine fiscal and procurement measures at its July 7 meeting.
Supplemental appropriations and budget adjustments: the board approved several supplemental appropriations, including a $1,367.41 equipment blanket, a $100,000 transfer from the general fund to the Department of Jobs and Family Services children's services fund to cover foster care placement costs, Clerk of Courts technology grant appropriations for equipment ($35,864) and software/licenses ($27,122), and a budget adjustment moving $96,589.29 from salaries to contract services in the child support enforcement fund. Commissioners approved those items by roll call.
Resolutions and contracts: by roll call the commissioners authorized the county to enter contracts with Adventure Driving Academy and American Driving School LLC to provide driver's education services on behalf of the Department of Jobs and Family Services; awarded an architect-services contract with RCM Architects Inc. for Seneca County EMS Station No. 7; accepted the low bid for the County Road 5/County Road 43 pavement resurfacing (CDash2026-1); and authorized a contract with M and B Asphalt Inc. for the County Road 7/County Road 592 paving project (CDash2026-2).
The board also approved a transfer of Local Government Fund (LGF) dollars to the EMA fund and established a Common Pleas Court Technology Grant fund to hold court-technology grant proceeds. Finally, the commissioners rescinded Resolution 2026-134 (which had set the time, date and place to receive sealed bids for the Fosteria Municipal Building ADA project) because the city lacked necessary information in the bid packet; staff said the item will be re-listed once the packet is corrected.
Voting record: roll-call votes recorded "Yes" from the commissioners present on each of the items noted above. Where a roll-call name and 'Yes' were read in the record, the board entered the vote and proceeded to the next resolution.
Why it matters: items adopted include both routine budget housekeeping and capital work to maintain county roads and EMS facilities; the children's-services transfer provides immediate cashflow for foster-care placement costs and several contracts will allow county services (driver education, EMS design) to proceed.
