St. Clair County approves contracts, loan to Asheville and facility planning; commissioners rescind hiring freeze

Dan Dahlke, the county engineer, presented the Rebuild Alabama annual report (36.6 miles of work) and reported total expenditures of about $3,124,899.97. He also outlined a consultant proposal to produce a benefit‑cost analysis for a portion of US Highway 411 for $25,000 to support a BUILD grant resubmission; commissioners authorized staff to procure the analysis and indicated a budget amendment would follow.
The commission authorized the county engineer to engage an architect to design a storage/maintenance building for the road department and separately authorized the sheriff to hire architects to design storage for a mobile command vehicle and other sheriff assets. Staff noted runoff and wash-station requirements when discussing vehicle-wash areas and surface specifications.
On administrative and financial items, commissioners approved an amended Miller contract to add an AP workflow module (one‑time fee $12,270; annual maintenance $1,790) and voted to rescind a hiring freeze imposed during the budget review. The commission also approved a modest mileage reimbursement increase to match the state rate (from $0.70 to $0.725 per mile).
Why it matters: The approvals move forward several capital and facility plans and free staff hiring previously paused for budget review; the BUILD analysis and Rebuild Alabama report inform longer-term road investments.
What happens next: Staff will complete contract documents, pursue the US 411 benefit‑cost analysis, return budget amendment requests for approved contracts and present architectural cost estimates for the authorized facility work.
