Menands board authorizes change order for water-main work using $1.092M congressional funds

Mayor Marsh told the board the village has begun to receive $1,092,000 in congressional grant funds from Rep. Paul Tonkoʼs office that can be applied to change-order work on local water-main construction.
Trustee (voice 3) moved to authorize the mayor to sign Change Order Number 2 for construction work on Hampton, Pauling and Hendrick streets that will include installation of an 8-inch water main, hydrant valves, water service connections within the village right-of-way and abandonment of the existing water main. The resolution was seconded and approved.
Trustees discussed bid pricing and noted that commodity prices (gravel, asphalt) affected bid holdbacks. The mayor said contractor bids were essentially unchanged except for commodity elements that could not be held at original unit pricing. The board approved the authorization to sign the change order to keep construction moving this season.
The board instructed the mayor and staff to execute the change order paperwork and proceed with the contract work; trustees understood the funding would draw on the congressional grant and standard village procurement and inspection procedures would apply.
