Brookhaven council approves park contract, storm‑sewer repair, equipment replacement and routine motions

At its July 6 meeting, the Brookhaven Borough Council approved several action items and routine motions covering parks, public works, facility maintenance, personnel and bills.
The council voted to award the Somerville Park Community Development Block Grant project to Mayfield Site for the low bid of $176,700. Council members discussed that the low bid exceeded the grant allocation (the grant was about $156,000) and acknowledged additional county funding that will supplement the project so it can move forward; the contractor is expected to begin after preconstruction steps and county approvals.
Council authorized repair work at 301 Coburn Boulevard to address a sinkhole affecting a storm sewer. Public works estimated the visible problem could be minimal (roughly $5,000), but officials cautioned that the final cost is uncertain until excavation reveals the extent of damage.
The council approved a proposal from Testing Group to replace a failed water‑chemistry balance unit on the borough building’s cooling tower (proposal amount read in the meeting record). The motion was moved and seconded and carried.
Other motions carried by unanimous voice vote: approval of minutes from the June 1, 2026 meeting; lowering the building permit fee for construction at the Christian Academy to 2% of the fair‑market value of the project; waiving a $385 permit fee for repairs to an existing pergola/patio at Coburn Elementary School; and assigning Sean Guthrie as an additional building code official with the Pennsylvania Department of Labor and Industry.
Finance business included approval of bills payable for multiple funds: General Fund $715,612.33; Sewer Fund $143,449.20; Road Fund $129.79; Trash Fund $95,015.63—total $954,206.95. The motion to pay those bills was moved, seconded and carried.
Sustainability committee and personnel items approved included a non‑service‑related disability pension for Officer Bob Barth effective June 30, 2026, and approval of an agreement and immediate payment of $7,668 to Chester City to reimburse part of Officer Barbosa’s salary while in the police academy.
Several items (zoning variance for 7 Brews Coffee at 4101 Edgemont Ave; planning commission review for 23 East Brookhaven Road) were reported as updates for the record rather than votes.
