The Emerson governing body held a short special meeting on Dec. 30, 2025, during which members excused Councilwoman Rice, opened and then closed public comment with no speakers, voted to enter a closed executive session under N.J.S.A. 10:4-1, approved a consent agenda (Resolution 298-25) and adjourned at 8:49 p.m.
The chair opened the meeting with procedural announcements, asked Miss Rohrer to lead the Pledge of Allegiance and requested a moment of silence for deployed military personnel. The chair also asked Miss Chavesda to call the roll; the record shows Mayor DePalma present and Councilwoman Rice absent. The chair asked for a motion to excuse Councilwoman Rice; the motion was made, seconded and carried by voice vote.
The chair then opened the public-comment period, reiterating the three-minute limit and asking speakers to state their names for the record. "We are open to the public," the chair said. Seeing no hands, the council moved to close public comment and approved the motion.
The council voted to go into executive session to discuss matters exempt from public disclosure under N.J.S.A. 10:4-1, citing Resolution 297-25. For the record, the chair noted borough attorney John McCann would join the executive session by telephone. The meeting later reconvened from executive session by motion and voice vote.
After reconvening, the chair presented the consent agenda (Resolution 298-25) as routine and asked for a single motion to approve. The council approved the consent agenda by roll call; the chair stated there would be no separate discussion unless a member requested an item be removed for consideration.
With no further business, a motion to adjourn carried by voice vote and the chair closed the meeting at 8:49 p.m. Attendees exchanged New Year greetings as the session ended.
