Arnold Planning Commission approves outdoor dining, therapy clinic and off‑campus classrooms

The Arnold Planning Commission voted unanimously Sept. 23 to approve three conditional use permits allowing outdoor dining at a restaurant damaged in the March tornado, a therapy and early‑education clinic to formalize existing operations, and off‑campus vocational classrooms for the Fox School District.

Staff presented each item and recommended approval with conditions. Miss Salvatalli, planning staff, said the outdoor dining request at 921 Arnold Commons Drive was needed to bring a preexisting patio into compliance after tornado damage and that "staff findings as reported, supports and recommends the approval with 5 conditions." The commission moved to consider the first item during an executive session and later approved the permit by roll call, 7–0.

Miss Turner, planning staff, described a CUP request for Opportunities Without Limits (OWL), an autism therapy and early‑education clinic at 3685 West Outer Road. Turner said the proposal includes a fenced, secure play area and additional parking; staff recommended conditions requiring the parking meet dimensional standards, installation of a dumpster enclosure and that fencing be complementary to the building.

Nicole Galvan, a representative of Opportunities Without Limits, told commissioners the fenced area will contain portable playground equipment for children to get fresh air and that an updated sign had already been installed. "We are just really grateful for the opportunity to serve autistic children in our community and non autistic children as well," Galvan said.

The commission also approved a CUP to allow Fox School District’s Bridges program to move from space in the district’s central office into an off‑campus tenant space. Miss Salvatalli said the plan calls for four vocational classrooms with about 10–15 students per class, supervised by school staff; operations will include a shortened day so many students depart midmorning. Dr. Tammy Cardona, representing Fox School District, said the move will help students catch up on credits while keeping them close to campus and allowing continued access to district services such as nursing and SRO visits.

All three motions were approved by roll call during the meeting’s executive session, each receiving seven yes votes and no recorded no or abstain votes. Staff conditions attached to each approval include adherence to the submitted site plans and standard CUP requirements (parking dimensions, building and fire marshal approval, screening/enclosures and other conditions noted in staff reports).

The commission had no substantive updates on the comprehensive plan and adjourned after brief department and council reports. The approved files were PC‑2025‑28 (outdoor dining), PC‑2025‑29 (OWL therapy/pre‑K clinic), and PC‑2025‑30 (Fox School off‑campus vocational classrooms).
