Medina County commissioners approve hires, grants and a Cobblestone Crossings CRA agreement

Medina County commissioners on Thursday approved a batch of routine resolutions covering personnel changes, grant appropriations, weekly bills and an economic development agreement, and heard department updates on senior services and planning.
Holly Murren presented two resolutions that the board approved: staffing changes across several departments (four new hires, one position-control change, a leave of absence and three resignations) and an amendment to the Medina County dog shelter table of organization.
Finance Director Brett Thomas outlined seven finance resolutions, including an appropriation modification for an adult probation BJA grant, expenditure adjustments for multiple grant funds (including SRO and DARE funds and McSAS), and the county’s sales tax distribution to school districts totaling $4,672,226 for the second quarter. Thomas also reported a gas rotary fund payment of $31,437.80 for June, acceptance of an Ohio Traffic Safety Office motorcycle grant of $65,362.50 for the sheriff’s office, excess property dispositions and weekly bills totaling $1,132,296.66. Commissioners moved to approve the package on a roll call vote.
County Administrator Matt Springer presented three administrative resolutions: to authorize a request-for-qualifications process for design services for the next 12 months, to enter an agreement with Haas and Stop Architects for the sheriff’s locker room design, and to approve a one-year agreement with the Fidelity Group for health benefit consulting services (with auto-renewal terms noted). The board approved the measures.
Brandon Gibson, representing Economic Development, asked the board to approve a community reinvestment area agreement for Cobblestone Crossings LLC (Wallach), describing the project as an assisted-living and memory-care facility in Montville Township. Gibson said Wallach operates about 10 facilities in Ohio; he estimated the investment at a little over $30 million, creating roughly 40 jobs and about $4 million in annual payroll. The motion passed with one commissioner abstaining.
Department updates included Laura Toth’s report that the Medina County Senior Adult Foundation’s Twin Sizzler fundraiser sold out for the third consecutive year and that two voucher programs at the Medina Square Market have issued $8,460 in foundation vouchers with $3,936 spent so far. Toth also described upcoming senior picnics, the county’s search for an additional Adult Protective Services worker, and an Aug. 5 visit from state Representative Melanie Miller.
Planning staff Denise Testa said subdivision regulation review and development-agreement review continue, the county submitted community development block grant (CDBG) and Lodi revitalization grant requests ($506,000 and $750,000 respectively) and a $500,000 stormwater critical-infrastructure request, and the PY25 CHIP release of funds has been approved.
