Council awards $322,649 roadway maintenance contract to Brooks Paving

City public works staff told the council the low bid for the 2026 roadway maintenance project (RFB 2026-0126) was Brooks Paving & Construction LLC at $322,649.71, which covers the base bid for Rob Shelton Boulevard South plus an alternate for the Rambo Lodge parking lot. "We're recommending the award go to Brooks Paving and Construction LLC for the total bid amount of $322,649.71," the presenter said.

Why it matters: The contract funds street repairs and short-term traffic control that will affect motorists and businesses on Rob Shelton Boulevard; staff said they will notify major affected businesses and deploy message boards seven days before construction starts.

Council asked about the completion schedule, penalties for delay and coordination with ongoing work at the Stephenson site. Staff said the contract includes a 30-calendar-day completion period with liquidated damages ($400 per day in the current contract draft) and that they are coordinating paving timing with the Stephenson project to avoid driving on newly laid asphalt. Staff also said they will contact TxDOT to manage signalization issues at the Rob Shelton/290 intersection and will notify H-E-B, Home Depot and Marriott and other stakeholders once contract dates are firm.

A council member moved to approve award of the contract and a second was recorded; the motion carried by vocal affirmation. Staff was directed to finalize the contract documents and return execution-ready paperwork to the city administrator.

Next steps: staff will confirm the contractor's start and completion dates, deploy message boards and public notices as required by the contract and coordinate signalization with TxDOT before work begins.
