Board approves Combs Subdivision final plat, designates official posting place and clears routine claims

The Des Moines County Board of Supervisors on July 7 approved a package of routine transactions, including the final plat for Combs Subdivision, adoption of an official posting place for legal notices, several payroll and accounts-payable claims, a fireworks permit and a corrected appointment letter for the correctional center.
Land-use staff presented the Combs Subdivision final plat as a "pretty simple one," describing a small, unbuildable remnant (about 0.25 acres) that will be transferred to an adjoining property owner and noting the county's minimum lot-size requirement of 40,000 square feet (0.92 acres). The resolution included a condition waiving the minimum lot-size requirement for this specific lot because the parcel is not intended for new development. The board also adopted a resolution designating the bulletin board in the courthouse entryway at 513 North Main Street in Jermanton as the official posting place for Des Moines County legal notices, citing the Open Meetings Act, Iowa Code §21.4. The resolution requires posting at that physical location and on the county website and will be renewed annually at the first regular meeting of the year.
Financial business included roll-call consideration of two payroll reimbursement claims (one for $1,990.44 and one for $1,420.95) and an accounts-payable batch totaling $1,586,460.35 (checks $963,927.65; wire transfers $622,532.50); motions to handle the claims were moved and seconded and votes were recorded. The board also approved a fireworks permit for 34 Raceway for July 9, 2026, and approved an amended appointment letter for the correctional center to correct minor rate errors. The Veterans Affairs monthly report was filed in the auditor's office and the board approved the minutes for the June 30, 2026 meeting.
The Combs Subdivision resolution will allow the small lot to be legally combined with an adjoining owner's parcel and contains a waiver limiting future standalone development on that lot. The posting-place resolution formalizes the county's standard practice of posting notices physically at the courthouse entryway and on the county website.
Board members did not raise separate objections on the floor to the subdivision or the posting-place resolution during the recorded roll calls. Next procedural steps include typical recording of the subdivision plat and administrative follow-through on postings and claim processing.
