Council awards $200,000 curb and ADA-ramps contract to JC Myers

Phil Adlidge, director of public works, presented the council with the recommended award for the city’s 2026 curb and ADA ramps project and said JC Myers Construction Co., Inc. submitted the lowest qualifying bid among four bidders.
Adlidge said, “We only have $200,000, so we're not going over that $200,000.” He told the council there were nine plan holders and four bidders and that the city will prioritize work on identified streets, with the red-priority locations and Railroad Street among top needs.
Councilmember (speaker 2) asked whether the contract was subject to prevailing-wage requirements; Adlidge and staff replied that bidders were given the same information, that engineers review prevailing-wage compliance, and that contractors provide affidavits of compliance. “They also provided us affidavits of compliance with those laws,” staff said.
Council moved the ordinance to second reading by title only and then adopted the contract authorization on a unanimous roll call vote.
The contract award authorizes the city manager and clerk to execute an agreement with JC Myers Construction for the curb and ADA ramps project; staff will return with implementation details as the project schedule and contractor coordination are finalized.
