The Hannibal City Council granted approvals April 21 for several upcoming community events that require temporary street closures and park use, with each approval contingent on submission of insurance certificates and vendor lists.
Angela Brown (introduced from the floor) requested a street closure for the Twain on Main festival and the council approved the closure pending proof of insurance and a vendor list 10 days before the event. "We are here to request street closure for the Twain on Main Festival," said the presenter during public comment.
Abby Heiner, representing Hannibal Early Bird Kiwanis, sought closures for May and September pork-chop events. Council discussed likely downtown effects and approved the request pending insurance. Gordon Ipsen, speaking for Hannibal Evening Kiwanis, requested closure of 4th Street between Broadway and Center plus use of Central Park for the 49th annual arts-and-crafts festival (July 2–5); he told the council insurance certificates had been submitted and vendor registration would be provided 10 days in advance. The council approved that request as presented.
A representative of the Hannibal Regional Foundation requested road closures and no-parking for the annual Hannibal run/parade and said the route runs Main Street to Church Street and can extend to Highway 79 depending on distance. The council approved the closures pending insurance.
All event approvals were acted on with motions to approve pending insurance and vendor lists and were carried by voice vote.
What happens next: Event organizers must submit required insurance and vendor lists by the deadlines specified by city staff before the city issues final permits.
