The Lewisville Planning and Zoning Commission on July 7 recommended approval, by a 6–1 vote, of a special‑use permit for a proposed hookah bar called Marhaba Lounge at 2680 Denton Tap Road in the Live/Industrial zoning district (Case No. 26‑05‑8SUP). Planning staff said the managing partners provided a narrative outlining steps to mitigate past issues associated with some hookah lounges in the city.
Staff described proposed conditions that will be included in the ordinance: ID checks to ensure patrons who use hookah are 21 or older (staff said customers under 21 would still be allowed to sit and order "light refreshments"), a ventilation system meeting building and fire code, and no dance floor or DJ to minimize nuisance activity. "They are the managing partners and are committed to making sure that their business is not a nuisance or public safety concern," staff said.
Applicant Naheed Walani introduced herself to commissioners and offered to answer questions. After closing the public hearing with no other speakers, the commission voted to recommend approval to City Council; the tally was recorded as 6–1. Staff announced City Council will hold a second public hearing and make a final decision on Monday, Aug. 3, 2026, at 7:00 p.m.
Because the Planning and Zoning Commission’s vote is a recommendation, final approval depends on City Council action at its scheduled hearing.
