Chair says ACC will update rules of procedure, seeks legal review and public notice

The Chair said the ACC will prepare substantive updates to its rules of procedure to ensure compliance with state law and the Code of Maryland Regulations (COMAR) and to reflect recent internal changes to the committee's drafting and review process.
"I will hopefully I'll have the draft change out to you all for review," the Chair said, adding the draft would go through the office of law "with Alec." The Chair said the committee must provide at least 30 days' public notice of any changes and expects to post notice at the July meeting so the ACC can consider adoption at its August meeting.
The Chair described the updates as a review to modernize timelines and internal steps rather than wholesale replacement of rules. As an example, the Chair noted changes to how certain deadlines are handled following criminal proceedings, saying the committee currently allows "a year and a day from when the criminal proceeding ends." Committee members were asked to review draft changes once circulated.
The Chair said the process will include tracked changes, staff circulation for feedback, legal review, public notice and then a final vote. Staff reminded attendees that the next regular meeting is July 10, 2026, at 12:00 p.m. in Room 19 of the Baltimore County Historic Courthouse and by Webex.
