Ogdensburg approves $481 convention fee for DPW assistant and agrees to draft training/travel policy

The council voted April 22 to pay a $481 two-day convention registration fee for a Department of Public Works assistant to attend a CPWM-related convention, with the understanding that no additional reimbursements for hotel, mileage or meals will be provided.
Council members debated whether approving overnight travel without an existing written policy would set a new practice. Attorney Joseph Maddaloni advised that the council may approve the trip but should adopt a uniform policy if it intends to change past practice. Councilwoman Ruitenberg moved to approve payment of the two-day fee with no additional reimbursements; Councilman Ciasullo seconded and the motion passed 5–0 (Alvarez absent).
CFO Mike Marceau confirmed $2,500 is in the DPW training budget (with discussion of adding $500) and noted the borough historically did not pay for hotels. Council members agreed Ruitenberg, DeMeo, Ciasullo and CFO Marceau will draft a written policy on training and overnight travel for future consideration.
The council noted that the convention itself may not provide CPWM credit for the employee because he does not currently hold the CPWM license; members discussed sending the employee to certification classes instead if the goal is licensure.
