Ogdensburg council debates salary scenarios as budget is prepared for introduction

Ogdensburg officials spent a substantive portion of the April 8 meeting on municipal budget scenarios and possible salary adjustments.
Chief Financial Officer Michel Marceau summarized updates to the draft budget and said he had provided spreadsheets modeling different effective dates for salary changes (April 1, June 1, July 1) and alternative percentage increases. The council had previously discussed a 1.5% final tax impact scenario; members examined whether to add further salary increases beyond amounts already budgeted.
Council discussion centered on whether to make raises effective retroactively and how to structure increases across different pay steps. Councilman DeMeo said building the budget with a conservative assumption would preserve flexibility: "Mike, build the budget at two percent and we will see how it goes after the budget," he said. Councilwoman Ruitenberg expressed concern about uneven percentage increases across positions and preferred leveling percentages for fairness.
Marceau said he would include a 2% increase in the budget draft and adjust fund balance as necessary; the council expects to introduce the budget at the next meeting.
