Ottawa council approves payroll, budgets, contracts and awards fuel bid at March 16 special meeting

Commissioner Wayne E. Eichelkraut Jr. presided over a March 16 special meeting of the Council of the City of Ottawa, where the council unanimously approved routine financial reports, multiple contracts and a collective bargaining agreement.
The council first approved the minutes of its March 3 regular meeting. Commissioners then voted to approve the Biweekly Salary Payroll for March 13, 2026, totaling $618,375.81, and the Bimonthly Expense Report dated March 16, 2026, showing expenses of $1,787,001.17. Both motions were moved by Commissioner Eichelkraut and carried by unanimous vote.
The council adopted a resolution authorizing an engagement agreement with Wipfli LLP for the fiscal year 2026 audit; the resolution had been on file for public inspection since March 3, 2026. The council also received and placed on file a proposed amendment to the Section 5311 grant agreement with the State of Illinois for NCAT and a commercial lease agreement with Joel Smith for NCAT property at 1603 Peoria Street in Peru, Illinois.
On procurement and public-works items, the council accepted a bid from Arneson Oil Company for bulk fuel in fiscal year 2027 in the amount of $157,940.30. Commissioner Thomas G. Ganiere moved the award, which the council approved unanimously. The council adopted a maintenance proposal with Marseilles Sheet Metal for the IVCC satellite building and approved two separate resolutions authorizing Renwick & Associates Inc. to provide design and inspection services for the 2026 Curb Replacement Project and maintenance engineering for the 2026 Street Maintenance Program. A proposal from Liebhart Construction Inc. to replace a door at the Water Department and an engineering construction services agreement with Etscheid, Duttlinger & Associates Inc. for Erickson Street watermain replacements were received and placed on file.
On labor matters, Mayor Hasty moved and the council adopted a resolution authorizing execution of a collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee; that resolution was on file for public inspection since March 3, 2026.
Mayor Hasty also presented a gift agreement with Financial Plus Credit Union to name the waterfront amphitheater and a proposal with IMEG Consultants Corp for soil borings related to the waterfront amphitheater project; both items were received and placed on file. The council approved a request from the HumanKIND initiative to hold a fundraiser on April 17, 2026, at Norris Drive and Columbus Street, and adopted a proclamation declaring March 26, 2026, as Epilepsy Awareness Day/Purple Day in Ottawa.
All motions and resolutions recorded in the minutes carried by unanimous vote (Ayes: Wayne E. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, Brent Barron and Mayor Hasty; Nays: None). The meeting adjourned at 9:12 a.m.
