Commission recommends rezoning for 524 West 10th Avenue to allow single-family house

The Planning Commission voted 5-0 on July 7 to recommend City Council approve a map amendment that would rezone 524 West 10th Avenue from RTM (two-family/multifamily) to RSS (small-lot single-family).
Henry Biebelheimer of Development Services told the commission the parcel is roughly 50 by 80 feet (about 4,000 square feet) and is nonconforming in the current RTM district, which requires 20,000-square-foot lots; RSS requires 5,000-square-foot lots. "The parcel is roughly 4,000 square foot, because it's a 50 by 80," he said, and staff explained that rezoning to RSS would bring the lot closer to conformance with dimensional requirements and align with the Envision Stillwater 2045 recommendation for moderate-density residential at the site.
Applicant BJ Bellatini, who said he and his wife purchased the property to build a small single-family home for visits to Stillwater, addressed the commission briefly. The chair opened the public hearing and no members of the public spoke for or against the request.
Staff recommended, and a commissioner moved to, accept the findings and recommend City Council approve the proposed map amendment. The motion passed on a 5-0 vote.
Next steps: the commission's recommendation will be transmitted to City Council for final action; any required development approvals (for example, building permits) will follow the Council decision and normal permitting and plan-review processes.
