Committee approves three measures: MPO consulting contract, Habitat infrastructure funding, and FTA grant support for UCAT buses

The Ulster County Housing & Transportation Committee voted on July 2 to carry three resolutions to the full legislative session.
Resolution 3-71 approved execution of a $348,192 contract with Santech Consulting Services Inc., funded through the county’s Metropolitan Planning Organization allocation and described in the meeting as 100% federally funded. Director Doyle told the committee the contract will support Safe Streets for All work to identify countywide and municipal priority locations for safety improvements and to position the county for future implementation funding. The resolution was moved, seconded and carried by voice vote.
Resolution 3-72 authorized a $400,000 contract with Ulster County Habitat for Humanity, drawn from the Housing Action Fund (the committee noted prior authorization in Resolution 4-75 of 2024). Director Doyle said the contract is reimbursement-based and staff are awaiting attorney comments to reconcile the contract language with other funding requirements; Legislator Grossman urged that the county expedite payment to the nonprofit, noting the award was made in 2024 and Habitat has already advanced funds. The committee approved the resolution by voice vote.
Resolution 3-73 supported a Federal Transit Administration grant application (reported in the meeting as "53 10" funds) to acquire two 34-foot transit vehicles for Ulster County Area Transit (UCAT). Deputy Director Kevin Fournier said the vehicles will support veterans and Office for the Aging services; Director Doyle explained capital costs typically carry federal reimbursement (the meeting discussed an approximate 80/20 capital split with a county match) and operating-assistance elements are reimbursed at 50% under the application. The resolution passed by voice vote.
