Chair De Boer told the committee HB 59‑57 was drafted as a companion to earlier legislation and would amend current law to extend nonrenewable temporary teaching certificates for out‑of‑state teachers from one year to three. "It is freeing up time to make the mandate realistic to implement for individuals seeking to obtain this type of teaching certificate," De Boer said.
Representative Weiss asked whether the bill included a funding mechanism to cover related costs discussed in earlier testimony; De Boer said the committee was still working through funding and planned a work group to refine budget implications. Committee members did not schedule a vote on the measure during this hearing.
The committee read witness cards indicating support for the bill, and members excused absent colleagues before adjourning.
