Staff told council that a full water model would take nine to 12 months and could cost nearly $100,000 but would help identify system‑wide improvements and support long‑range capital planning. "This process can take 9 to 12 months and is likely nearly a $100,000 undertaking," Travis said, noting the long‑lead time for a comprehensive model.
Because urban renewal work on the Mossman subdivision and a proposed PUD at the Sunflower site need faster answers about service capacity and pressure, staff proposed directly hiring a consultant for about $15,000 to analyze those two sites and produce data that could inform the RFQ and the urban renewal plan. "An evaluation of these two needs could be direct hires at a cost of around $15,000," staff said.
Neil moved to issue the RFQ; the motion passed on roll call. Parker later moved, and Neil seconded, a directive authorizing staff to hire a firm for the two‑site analysis with a not‑to‑exceed $15,000 limit; that motion also passed.
Staff said the model’s deliverables would help create a capital improvement plan and inform rate planning; council members asked that deliverables be clear and noted concerns about cost and timing.
