Prado also read a question from Rebecca Kramer about EDDA's proposed financing: "EDDA proposing $13,000,000 in a $20,000,000 loan. Why is the EDDA involved in a funding project outside its district? Does this expand EDDA's purview without a taxpayer vote? Can EDDA legally bind Englewood residents to a long-term debt for a project outside of its jurisdiction? Why were their discussions held in executive session rather than in public purview?" Those questions were presented as requests for clarification; no EDDA representative provided answers during the mayor-manager meeting.
The meeting also included a council request about artificial intelligence governance. Prado read a submission that asked the city to "implement an immediate mandatory pause on any current AI software trials, and any future adoption until oversight framework is fully enacted and enforceable." The request seeks a formalized, transparent oversight and accountability framework for any AI, automated or algorithmic tools considered by city departments.
