Commissioners approve lodging- and sales-tax ballot measures, accept clerk resignation and clear several routine contracts and permits

Albany County commissioners voted to place a 2% lodging tax continuation and the 1% general-purpose sales tax (5th penny) renewal on the November ballot, accepted the resignation of District Court Clerk Stacy Lenham and temporarily appointed Michelle Trabing, and approved a range of routine contracts, leases, licenses and grant actions.
At the meeting the board approved two resolutions to place measures on the November 3, 2026 general election ballot: a continuation of the 2% lodging tax and renewal of the general-purpose 1% county sales tax (the 5th penny). Staff presented the language and commissioners moved to place both measures on the ballot.
County staff presented a resolution acknowledging the resignation of Albany County District Court Clerk Stacy Lenham, declaring a vacancy in that office and temporarily appointing Michelle Trabing to fill the position until a party nomination process is completed. Commissioners approved the resolution and confirmed the required party-notification timeline.
The board also approved routine administrative items including:
- A partial closure of the Albany County Treasurer’s Office on 08/07/2026 from 9 a.m. to 12 p.m. to conduct the annual tax-lien sale; Treasurer Tracy said the office will advertise the closure by press release, radio and signage.
- An engagement letter with auditors Carver, Floric and James, CPAs for the fiscal-year 2026 audit.
- A contract with Ivinson Memorial Hospital Urgent Care to provide drug testing and employee fitness physicals for the sheriff’s office and other county needs.
- Utility and approach licenses for Petleen and Sons and a utility license for Lumen Technologies to install fiber along county roads.
- A three-year fleet-management software agreement for Road & Bridge (iWorQ) and a $699 CSBG discretionary mini-grant amendment for Downtown Clinic to purchase equipment (the transcript recorded a staff correction indicating the intent was to purchase "tablets").
- Lease agreements with American Legion Post 114 for space at 112 South 5th (the county’s victim‑witness and prosecuting attorney offices), a catering permit for the Trading Post Centennial event on 07/26/2026, and a malt beverage permit for Bonds Brewing Company for a 07/16/2026 event.
- Ratification of a termination letter for Foundations Counseling and Consulting of Wyoming LLC for juvenile treatment services because of reduced juvenile-state funding, and a first amendment to another contract to cover some similar services going forward.
- The annual equitable-sharing report and certification with the U.S. Department of Justice/DEA; the sheriff reported the county had received $9,556 from past seizures. The board also set a special meeting for 08/03/2026 at 9:30 a.m. to set mill levies and approved June 2026 vouchers.
All routine items listed above were moved, seconded and approved during the meeting.
