Albany County Commissioners adopt FY2026–27 budget, shift $721,244 into new facility reserve

County staff presented late changes to the General Fund and explained how a recently received federal award of $2,307,353 raised the county’s cash-on-hand estimate to $3,583,000. "That's $2,307,353, which is wonderful," the presenter said, noting the additional funds allowed reductions in planned transfers from salary reserve accounts and other adjustments.
The board approved a FY2026–27 contract with the Wyoming Office of the Attorney General, Division of Victim Services, for $230,303 covering July 1, 2026, through June 30, 2027. County staff stated the contract helps fund three positions plus an attorney in the county’s crime victim/witness office; the motion to approve passed by voice vote.
Commissioners also adopted Resolution 20 26-014 to transfer unencumbered appropriations between funds and to amend the FY2025–26 appropriations, in part to account for a county road fund chip-seal/crack-seal project. County staff said the county road fund has sufficient cash-on-hand and that the requested $1,800,000 amendment will be covered from that fund, not general cash-on-hand.
The budget presentation outlined personnel changes and pay adjustments. Staff said regular employees will receive a 5% increase while law enforcement and Road and Bridge employees will receive a 15% increase; department heads were listed under the regular 5% increase. Commissioners discussed how increases in Wyoming retirement costs will be allocated between employees and law enforcement and confirmed department heads are included at 5%.
The board approved the budget motion that included the $721,244 transfer to a new facility reserve, with commissioners voting in favor by voice vote.
The meeting also included an announcement from extension staff: Derek Skasta introduced himself as the successor to Mandy Marney in extension work and said county extension agent Bridal submitted a resignation effective that day; the board thanked her and said it will recruit to fill the ag educator position.
The board adjourned following the votes. No further public testimony or formal actions were recorded at the meeting.
