Board discusses tax-premium revenue bonds and difference from general-obligation debt
Summary
Trustees asked how the municipal revenue obligation (MRO) for tax-premium revenue bonds differs from general-obligation debt; staff said the MRO pledges tax-increment revenues from the district rather than village-wide general-obligation borrowing.

A trustee asked the board to clarify Resolution 20 25 19 20, which authorizes issuance of tax premium on revenue bonds, and how that authority differs from the village taking on traditional general-obligation debt.
Trustee Martin asked whether the bonding authorized under the resolution differs from what the village would normally do for typical bonds. A trustee framed the question as a distinction between a municipal revenue obligation and general-obligation debt.
Staff explained the instrument is structured as a municipal revenue obligation that commits tax-increment financing revenue from the development district to pay the bonds rather than creating a general-obligation pledge of village-wide taxing power. “This is not a general obligation bond,” a staff member said, “you are just committing to an expenditure, and the funds come from the increment that's received from the property owners paying their tax revenues within the district.”
Why it matters: an MRO limits the pledge for these bonds to the district’s incremental revenues rather than the village’s full taxing capacity. That changes the risk and repayment source for bondholders and preserves the village’s general-obligation capacity for other needs.
The board discussed the item and asked staff to clarify disclosure and invoicing matters related to TID 6; no vote outcome on the specific bond authorization appears in the record for this segment.
The board moved on after the discussion with staff noting they would circulate details and consultant responses as needed.
