City manager reports slow progress on street and sewer work; water tower redesign may lower cost by about $1 million; multiple grants pending

On the 2025 Street Project, Mayor Robert A. Williams said there has been little change since the prior update; a contract from Tom Turk has been received and GeoTech is taking core samples with a report expected by July 1. Public Works and city engineering remain engaged on scheduling and design.
Public Works reporting noted a revised water tower design that will not be concrete and is expected to reduce total cost by approximately $1,000,000; the new tower design would have an estimated capacity of 500,000 gallons and the revised cost estimate has been submitted to the Texas Water Development Board for approval. Brady Kosub (city engineer) was cited in the staff report as recalculating the estimate and submitting revised figures to TWDB.
The north-end sewer line replacement is progressing at about 55–60% completion but work has slowed due to rainy weather; contractors have addressed issues encountered and work will resume when conditions improve. For the TXCDBG 2023–24 neighborhood project, Langford Community Management reported Hummer Underground Services is experiencing difficulty obtaining American-made materials, creating a multi-week delay.
Staff also reported grant activity: a TxCDBG application for flood drainage and street improvements (maximum $750,000, with a $37,500 city match) is pending; a TxDOT Transportation Alternatives application for sidewalks and bicycle/pedestrian infrastructure (project funding range $250,000–$5,000,000) is pending; the city was awarded $225,000 from the Texas General Land Office for a comprehensive plan and Langford will administer grant services; AACOG's 2026 solid waste grant applications are under review; and HUD outreach suggested the city may qualify for $500,000 in HUD funding with no local match, with formal notification expected in the fall after federal budget approvals.
Operational notes in the manager’s report included brush and bulky-item drop-off schedules, hydrant flushing notices, park cleanup after a windstorm, and the aquatic center’s soft opening on Memorial Day that recorded 362 admissions; adult-swim hours are scheduled to begin June 30. City staff will return to council with more specific project cost and timeline information as grant approvals and engineering reports are finalized.
