The Westland City Council heard a public hearing and voted to introduce proposed amendments to the city's Tax Increment Finance Authority (TIFA) plan that would raise the authority's borrowing cap and extend the collection period.
Director Garza summarized the amendment as a tool to capture incremental property tax revenue from development inside the TIFA district to fund public infrastructure and district revitalization. Garza told the council the original TIFA plan dates to 1986 and noted prior amendments; bonds issued for City Hall remain outstanding, with approximately $9,770,000 left to be paid off in 2034.
"The 2012 plan amendment provided for the maximum principal indebtedness of $40,000,000," Garza said. "This 2026 plan amendment would raise that to $50,000,000 and the duration shall be 24 years to coincide with the Westland 2050 plan."
Council opened the public hearing, allowed three-minute public remarks, closed the hearing and then moved to introduce the amendment. No substantive public opposition to the amendment itself was recorded in the hearing portion; comments during public comment focused largely on other items such as surveillance cameras and neighborhood issues.
What this means: If finalized, the amendment would increase the TIFA authority's capacity to issue debt for redevelopment projects and extend the plan's collection window to align with the city's 2050 planning framework. The city noted the amendment restates some projects already in the plan and includes a proposed project list for future investment.
