Oxford Committee adopts redevelopment plan allowing certain cannabis businesses at Block 25, Lot 57

The Township Committee of Oxford Township on Feb. 18 adopted Ordinance 2026-2, a redevelopment plan that redesignates Block 25, Lot 57 as the "Block 25, Lot 57 Redevelopment Zone" and permits businesses holding Class 1–4 cannabis licenses under New Jersey law.
Mayor Gerald Norton opened the public hearing and said there was no public comment. Georgette Miller moved to adopt the ordinance; Linda Koufodontes seconded. The Committee approved the ordinance by unanimous roll-call vote (Ayes: 3, Nays: 0).
The ordinance sets permitted principal uses and a range of accessory uses tied to regulated cannabis operations, including detached Class 1 Division 1 extraction booths and enclosed outdoor storage containers. It references the New Jersey Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act (P.L. 2021, c.16) and limits permitted cannabis classes to Class 1–4; Class 5 and Class 6 uses are not allowed. The plan allows multiple permitted businesses to occupy the same property and lists agricultural activities as permitted.
Development standards in the ordinance include: a minimum lot area of 3 acres; minimum lot width 250 feet; front/side/rear setback requirements; maximum height 50 feet (3 stories); and maximum lot coverage of 35 percent. Parking standards call for one parking space per 1,600 square feet of gross floor area for the principal use, with provisions for banked/future parking and reductions tied to EV-space counts per N.J.S.A. 40:55D. The plan exempts certain fencing and lighting design standards where necessary to comply with NJAC 17:30 requirements for regulated uses and permits security fencing up to eight feet or higher if required by state or other agencies.
The ordinance also authorizes the Land Use Board to grant certain "c" variances under N.J.S.A. 40:55D-70.C but prohibits "d" variances under 40:55D-70.D. The Clerk certified that a copy of the ordinance and the redevelopment plan will be available for public inspection at the municipal clerk’s office during regular business hours.
The ordinance takes effect in accordance with applicable law; the Committee did not receive public opposition at the hearing.
