Oxford Committee approves first reading of land conveyance to emergency squad, adopts garbage fee schedule change and several resolutions

At its Nov. 12 meeting the Oxford Township Committee approved first reading of an ordinance to convey township land to the Oxford Emergency Squad, adopted a quarterly garbage-fee payment schedule, and unanimously passed resolutions covering redevelopment escrow, a liquor-license transfer, budget transfers, a lot sale and bill payments.
The Oxford Township Committee on Nov. 12 approved a slate of ordinances and resolutions including first reading of a land conveyance to the Oxford Emergency Squad, adoption of a new garbage-fee payment schedule, and several administrative resolutions and financial actions.
Mayor Gerald Norton opened the meeting at 6:30 p.m.; attendance was recorded and the committee approved previous meeting minutes. The committee introduced Ordinance 2025-18, authorizing conveyance of Block 2, Lot 19.04 to the Oxford Emergency Squad, Inc. for construction of an emergency services building. The ordinance requires deed restrictions to cause reversion to the township if the squad fails to construct the building within three years, ceases emergency-service use, subleases the property, or dissolves; liens on the property must be satisfied if it reverts. Deputy Mayor Georgette Miller moved to approve Ordinance 2025-18 for first reading; the motion passed unanimously. Final adoption is scheduled for the committee’s Dec. 3, 2025 meeting.
The committee adopted Ordinance 2025-17 on second reading to amend Chapter 280 (Solid Waste; Recycling) by replacing the garbage-fee payment schedule with quarterly payments due March 1, June 1, Sept. 1 and Dec. 1. The municipal clerk certified the ordinance before the roll-call vote, which passed unanimously.
Among resolutions the committee approved: Resolution 2025-117, authorizing the township to execute an escrow agreement with Gassius, LLC to cover costs for professionals and a financial advisor as part of redevelopment negotiations for Block 25, Lot 57; Resolution 2025-118, consenting to the transfer of Plenary Retail Consumption License #2117-33-003-004 from Kathryn Occhipinti to Royal Resort LLC and a place-to-place transfer to 369 Hazen Oxford Road (background checks by Washington Township police were reported complete); Resolution 2025-119, approving redemption of Tax Sale Certificate #25-00019 for Block 24, Lot 63.01 and directing issuance of payment as recorded in the resolution; Resolution 2025-120, authorizing interdepartmental budget transfers totaling $96,750; and Resolution 2025-121, accepting a $7,000 bid and authorizing sale of Block 3, Lot 34 (15 Route 31) to adjacent owner David Companioni by quitclaim deed. All listed motions passed on unanimous roll calls except where the resolution text recorded an abstention (resolution 2025-119 recorded Ayes: 2, Abstain: 1).
The committee also approved payment of all bills presented. The bills list included disbursements totaling $870,313.52 across funds, with current-fund payables including $407,561 to the local school board and $382,617 to the county taxing authority. The motion to pay bills passed unanimously.
What happens next: Ordinance 2025-18 (land conveyance to the emergency squad) returns to the committee for final reading and adoption on Dec. 3, 2025. Other actions (redevelopment escrow, liquor-license transfer, lot sale) move forward as authorized by the resolutions passed Nov. 12.
