Jasper City Council approves budget amendment, annexations and nuisance abatements

The Jasper City Council met and approved a package of routine actions, including a budget amendment, annexations and nuisance abatement resolutions.
The council voted to adopt budget amendment 2025-2026-13, adding $50,000 to cover engineering fees for design work intended to address a flooding problem near 199th Avenue around the Jasper Feed And Seed. "Council members introduced in your last council meeting, $50,000 for engineering fees associated with the design for flooding problem on 199th Avenue around the Jasper Feed And Seed," said Kathy, a city staff member who presented the amendment. The motion was seconded and adopted by voice vote.
Council also awarded the city's uniform services contract to Centos, the sole bidder. "I recommend the bid for uniform services be awarded to Centos who was our only bidder for this contract," said Kelly, a city staff member presenting the procurement recommendation. The council approved the award by voice vote.
On code enforcement, the council held a public hearing and adopted a nuisance abatement resolution covering three properties. Kathy described the cases: 302 Crest Circle (Grand Manor Holdings LLC) for removal of overgrown grass and weeds, cost $475; 711 4th Avenue South (Teresa Harding) for overgrown grass and weeds, cost $475; and 1208 Ellis Street (May Estes, in care of Jerry Beard) for removal of an unsafe structure, cost $2,685. No members of the public spoke at the hearing; the council voted to adopt the resolution.
The council approved two annexation ordinances petitioned by John and Catherine Vovona to bring two Tait Road parcels into city limits. The first parcel at 2700 Tait Road would be assigned to District 2 if annexed (parcel number 64-10-06-24-0-000-018.003); the second parcel, which has no street address because it has no residents, was listed as parcel number 64-10-06-24-0-000-018.000. Motions to adopt each annexation ordinance were seconded and passed by unanimous voice vote.
Other routine business approved included minutes from the June 16, 2026 regular meeting and multiple event permits: an "America 250 And Cruise In Car Show" on July 8 at the Courthouse Square with a requested street blockage; a VBS block party by Jasper 1st Methodist Church on July 15 with a partial street blockage; a Back to School drive by the Pie Factory on Aug. 1 with requested parking-lot use; and moving the 5th annual overdose awareness walk from the Courthouse Square to Gamble Park on Aug. 31.
Several rezoning requests were introduced for future consideration. Planning staff described a request to rezone a roughly 0.8-acre parcel at 2407 16th Avenue in District 4 from B-1 (neighborhood center commercial) to R-3 to allow placement of a manufactured home; that item was introduced and tabled for later action. Another introduction requested rezoning a recently annexed 1.2-acre parcel at 843 Red Mill Boulevard from temporary MR (municipal reserve) to AG to match surrounding zoning; no action was taken.
The meeting closed after brief council remarks and a welcome note about upcoming Walker County Homecoming events. A motion to adjourn carried by unanimous voice vote.
