The West Fargo City Commission on July 6 approved a $154,911.80 change order for Improvement District No. 3006 (Westwood Reconstruction) to install the final asphalt wear course and complete neighborhood streets.
Jerry Walls, city engineer, presented the change order and said funding is proposed from the capital improvement sales tax fund. "We would be installing the final asphalt lift to complete the streets for the neighborhood," Walls said, explaining the choice to finish the final wear course under the current contract rather than bidding the work separately or delaying it.
Walls summarized reasons for completing the work now: public‑works operations were made more difficult when the final lift was deferred; the curb‑to‑asphalt lip can create standing water that lingers until evaporation and can be a tripping hazard; and the project has now experienced a full freeze‑thaw cycle. He said the city originally considered holding off on the final lift but that experience in the project informed the recommendation to finish the work.
A commissioner asked whether proceeding with the contractor would affect pending litigation connected to mill‑and‑overlay practices; Walls said he was "not aware" of any bearing. The commission moved, seconded and approved the change order by roll call.
