Belgium board approves fees, contractor payment and personnel changes; schedules ATV hearing

The board approved Certificate for Payment No. 3 to Kip Galseth Construction Company in the amount of $607,852.56 for partial work through Sept. 30, 2021. Trustees also approved an unbudgeted but urgent replacement of a valve at the wastewater treatment plant; staff said the part is available and the work (estimated under $5,000) can be funded from the maintenance budget.
On personnel matters, trustees approved the finance and personnel committee’s recommendation to add a full‑time Department of Public Works employee starting Feb. 2022 and approved a 2% wage increase for DPW and office employees. The treasurer will receive an additional salary bump tied to completion of a municipal treasurer clerk certification, and a separate payment was approved to reflect current certification completion steps.
Board members introduced and approved a fee resolution (Resolution 24‑21) contingent on the recycle fee approval, approved Resolution 25‑21 authorizing public improvements and levying special assessments, and agreed to defer collection of certain unpaid special assessments until the 2022 tax year.
