Library trustees and staff reviewed three quotes. Manchester Paving offered a two‑inch binder plus top course, included striping, and came in lowest among bidders while also providing more material. Trustees and a town pavement reviewer favored Manchester’s responsiveness and recommended moving forward. Trustees estimated the combined cost for paving and the electrical conduit work to be approximately $44,000 and said the library could cover limited additional concrete or electrical costs from donations or existing balances if necessary.
Select board members discussed DOT permitting for curb cuts and the uncertainty of underlying base materials for the lower lot; the highway department will evaluate gravel needs before paving the lower area. The board approved the Manchester Paving quote and asked staff and the trustees to coordinate schedule, DOT permitting and site safety for contractor work while the library remains open.
The board noted the $50,000 warrant‑article allocation and cautioned that contract overages would need further board review or alternate funding arrangements.
