Commissioners appoint Mandy Horn to floodplain board and approve amended fee schedule

The Pittsburg County Board of County Commissioners voted June 29 to appoint Mandy Horn to the county Floodplain Management Board, effective July 1, 2026. The appointment (Resolution 26-302) followed a Floodplain Management Board vacancy; Sandra Crenshaw told the commissioners a member had not attended meetings and the board recommended Horn as a replacement.

The board also approved Resolution 26-303 to adopt an amended fee schedule for the county's Floodplain Regulations. The updated fee schedule, developed and approved by the Floodplain Management Board on June 16, 2026, sets a baseline inspection fee and tiered permit fees. The published schedule lists an inspection fee of $50 and permit fees ranging from $25 for variance filing to $500 for multi-family or major commercial projects.

Under the process described at the meeting the Floodplain Management Board will forward the amended fee schedule to the Oklahoma Water Resources Board for approval; once OWRB approves the change the county will run the required public notice before the fee schedule takes effect. County staff told commissioners the amendments reflect an effort to better align permitting costs with staff time and review effort. The board approved both resolutions without recorded opposition.

Commissioners did not take separate action on the agricultural or broader land-use policy issues that inform floodplain regulations, but they requested staff follow through with the OWRB filing and the public-notice steps required for the fees to be legally effective.
