County staff updated members July 6 on enforcement and education efforts tied to stormwater compliance and MS4 responsibilities, including fines at one development, upcoming audits, and community outreach events.
Courtney Pruitt (staff) said she issued failure-to-comply fines to the Boundary Row development for missed corrections after a May 18 deadline and that the developer completed corrections by May 21; the fines accrued at $2,500 per day for two days, a total the staff estimated at about $5,000. Pruitt said she visited the site regularly, observed continued trash issues afterward and directed the developer to address cleanup.
Pruitt also described two upcoming MS4 audits: a construction/post-construction audit on Aug. 25 and an education/IDD/good-housekeeping audit on Nov. 18. She said staff will prepare and host auditors and that site visits and department walkthroughs are likely as part of the process.
For outreach, Pruitt described a planned kids’ 'raindrop' fun run for Aug. 29 that will teach watershed concepts; she said MSD’s legal counsel is drafting a liability waiver and that school volunteers have been contacted. She also noted the Bureau of Water Quality plans to release approximately 50 propagated kidney shell mussels in local habitat as part of restoration work.
Pruitt and other staff members said they will continue enforcement monitoring and prepare for the audits; no board action was required at the meeting.
