The council approved an extension of the collective bargaining agreement between the City of Cortland and CSEA Local 1000 that covers public works employees for a two-year term from Jan. 1, 2026, through Dec. 31, 2027.
Staff told council the extension is not a completely new contract but a two-year extension that corrects salary-range anomalies, introduces a two-tier approach within the MEO classification (separating class A and class B CDL requirements), and streamlines multiple job titles to improve promotion pathways. City staff said the changes are intended to align starting pay with neighboring municipalities for laborers and to create a clearer pay gap to encourage employees to pursue CDLs where needed for street equipment.
The staff presentation noted health insurance changes previously negotiated with the union are being memorialized in the extension and that the bargaining unit will be adjusted only as operational needs and the superintendent of public works determine how many MEO class-A positions are required.
On a roll-call vote the council approved the resolution to ratify the agreement. The official resolution text on the record authorized the mayor or designee to execute the extension on behalf of the city.
