Delaware County stormwater board approves DeSoto outfall repairs and moves ahead on Stoney Creek work

Delaware County’s Stormwater Board voted July 6 to award a contract for immediate repairs to the DeSoto outfall and to proceed with a contractor quote for Stoney Creek Drive, actions board members said are aimed at addressing recurring drainage and public-safety concerns.
Dean (staff member), who recommended the award, told the board the lower bid from JJC Excavating was $20,940 while East Central Contractors bid $42,661. “My recommendation, providing the funds are there, is to go with JJC Excavating on this one, pending an on-site ... walk through with the contractor to make sure that there’s nothing that was left out,” Dean said. The board approved the recommendation by voice vote.
On Stoney Creek Drive, commissioners reviewed a previously submitted contractor quote and a DNR permit that is in place. Board members agreed the existing quote was within the previously approved spending limit and voted to proceed with that contractor instead of soliciting additional bids. A board member said rain and contractor scheduling had delayed work but that the board was ready to authorize the contractor to begin once scheduling is confirmed.
The board also reviewed progress on related local drainage matters including County Road 700 West, where a property-owner plan was deemed acceptable to county engineering and highway staff, and Ken Drive, where staff will locate utilities and obtain temporary easements to allow pipe work and longer-term maintenance easements to be established.
During the same meeting the board approved claims totaling $41,129.27, which included two log-jam removal invoices ($18,970.85 and $6,720.70). The claims motion passed by voice vote.
The approvals are conditioned on routine pre-construction checks: Dean said staff will walk the site with the contractor before work begins and confirm the final scope, and the board will monitor scheduling and permit status.
The board did not record a roll-call tally for the contractor votes; actions were approved by voice vote.
