Plan Commission approves Harrison Fire Station site plan, clears way for May bidding

The Harrison Plan Commission voted to accept the site plan review for a proposed new Harrison Fire Station, allowing staff to proceed toward bidding and permitting.
Mike Holbeck, the project engineer with McMahon Associates, told the commission the base building is approximately 21,000 square feet with alternates that could bring the building close to 24,000 square feet. "The fire station itself is roughly 21,000 square feet," Holbeck said, and the plan shows about 55 parking stalls for staff and roughly 24 visitor stalls. He also said the westernmost apparatus bay may be tight for a large ladder truck but the team modeled turning movements, including a 48-foot ladder truck, to confirm workable access.
Staff and the consultant explained site access and stormwater provisions: the design routes runoff to a detention pond sized for the overall development, and staff recommended permitting access onto Manitowoc Road for emergency apparatus because the County Highway is access-controlled. "Given that this is a public safety facility owned by the village, we believe it makes the most sense to allow that driveway to go out into Manitowoc Road," a staff member said.
Commissioners questioned truck maneuvering options, the need for two points of ingress, and alternates for dorms and additional apparatus bays that could support a future full-time station. Bailey, with Wendell Architecture, said documents would be finished by the end of April and bids would go out in early May; construction is expected to begin in June or July and likely take about 10–12 months.
After discussion the commission accepted the site plan with staff conditions (1–6); the chair called the vote and the motion carried. Staff asked that the granted access onto Manitowoc Road be reflected in plan and village-board records.
The action clears a procedural approval step so the village can advertise construction bids and continue engineering and permitting work.
