The Village Board and Planning Commission approved a rezoning and the preliminary plat for the proposed Forest Ridge subdivision on North Shore Road (parcels 39522 and 39526) after staff presented revisions and 20 recommended conditions.
At the public hearing staff summarized the rezoning request to change the future land‑use designation to a single‑family suburban (RS‑1) category and explained that the preliminary plat before the commission reflects changes requested during predevelopment review. Staff said the developer reconfigured lots to address village public‑works concerns about snow storage and to provide a combined stormwater pond and small public park (consolidating Lot 1 and 0 Lot 1). Staff also recommended that lots fronting Old Highway Road be access‑restricted and noted DOT right‑of‑way and a 50‑foot highway setback may preclude permanent structures in the setback area.
During the plat discussion, staff reported that the subdivision contains wetlands that must be permitted by the Wisconsin Department of Natural Resources and that the village will not issue building permits until required wetland permits and engineering approvals for stormwater are in place. Staff also said the village's engineer (McMahon) will review erosion control, drainage and stormwater details before final plat approval.
Public commenters reiterated traffic and safety concerns. Scott Schwartz, a 31‑year 911 dispatcher and resident of North Shore Estates, said staggered driveway locations near existing subdivisions are dangerous and asked whether construction traffic will be routed off North Shore Road; staff said the DOT may limit direct access to Old Highway Road and that construction access and hauling arrangements will require additional permits and coordination with DOT. Concerns about lot 63 and wetlands were raised by Brooke Rock; staff said wetland permits and an engineered stormwater plan will be required.
A motion to approve the rezoning passed after a second. Later the commission moved to approve the preliminary plat for Forest Ridge, subject to the staff's 20 conditions (including Lot 1 dedication for stormwater/park use, access restrictions for Old Highway Road frontage, required DNR wetland permits, and coordination on sidewalks and snow storage). The motion carried on a voice vote.
