Clinton County staff told the drainage board July 7 that a shallow, failing clay tile segment of about 1,000 feet on County Road 100 North has caused repeated ponding and flooding of the road and nearby homes. Staff presented three bids to replace the run and recommended awarding the work to the lowest responsive bidder, Pence Ag.
Staff gave the three quotes as Bell Excavating $53,771.63, Maxwell Farm Drainage $45,000, and Pence Ag $32,110. "We have agreeable landowners there and understand this needs to be fixed," the staff member (speaker 2) said, explaining the county’s objective to finish the project this summer. A motion to proceed with Pence Ag as the contractor was made and seconded; the transcript records the motion carried 3–0.
Board members discussed slight differences in bedding materials and connection counts between bids and noted that the lower price from Pence Ag appears to reflect a different installation profile. Staff said they will notify the selected contractor and coordinate access with cooperating landowners.
