Council approves Frenchtown Bookshop author readings but flags amplified outdoor events for planning-board review

Councilors voted to approve a series of author-reading events proposed by the Frenchtown Bookshop for April and May, but the item triggered an extended debate over noise, amplification and whether recurring outdoor events require a land-use variance.

The applicant told the council that prior backyard readings were held without microphones and said, "It is our intention to continue to do it without amplification for most of the conversations that we have." Several council members and legal/planning staff cautioned that amplified outdoor events, or a pattern of monthly commercial events, could be outside the property’s current allowed use and advised the owner to consult the zoning officer or apply to the planning board for a variance. One councilor said ordinances must be general and cannot be crafted to benefit a single property, so the planning-board process — with public testimony and conditions — was the appropriate avenue if a recurring or amplified use is desired.

Council members agreed to approve the specific author-reading dates before the council but asked staff to remind the applicant of the zoning officer’s prior guidance, to follow up in writing, and to pursue a variance if their activities expand beyond author readings or begin to include amplified music. The applicant said the readings are tied to book sales and typically proceed without microphones; councilors noted the zoning officer’s earlier informal advice that author events were acceptable but amplified outdoor music might require a variance.

The council recorded the roll-call approval but said staff should follow up to ensure appropriate insurance and zoning compliance for future park reservations or amplified events.
