Commissioners provisionally accept Guard 11 contract change despite $2,500 liability cap

Staff (speaker 8) told commissioners that revisions to the Guard 11 security-app contract had been reviewed and that legal counsel (speaker 9) had requested removal of a limitation-of-liability clause. The counsel reported that Guard 11 would not remove the clause, which limits the company's total liability to $2,500.
"It's limited to total liability not to exceed $2,500," counsel said. He said he had requested its removal but Guard 11 would not change it. The board voted to accept the proposed amendment to move the contract forward for additional review rather than final execution; the change is not a final approval of the full agreement.
Staff said Guard 11 accepted all other redlines and that a new version would be returned for complete review. Commissioners directed staff to confirm additional terms and pursue any needed protections before returning the contract for final approval.
