The Louisiana Department of Education convened a Bulletin 137 work-group meeting on July 8 to review recommended revisions to early learning center licensing chapters. Brandon Carter, assistant superintendent, chaired the session and guided discussion on chapter 1 (definitions), chapter 3 (licensure and inspections), chapter 7 (access and inspection procedures), and chapter 9 (changes in location, ownership and closure).
Participants reviewed roughly 33 proposed revisions across chapters 1 through 9 and raised operational and legal questions on several topics. Notable discussions included defining 'hot liquids,' refining the supervision standard to remove an absolute 'visual contact' requirement, clarifying what inspection findings are posted publicly, and crafting procedures to avoid penalizing centers when locations or ownership change. Licensing staff and public-health participants provided technical context on inspection and sanitary codes to inform revisions.
No formal votes were recorded during the meeting; the department said it will vet recommendations with legal counsel and federal guidelines and return refined drafts for work-group consideration. The next review session is scheduled for July 29, 2026, from 10 a.m. to noon, held in person and virtually.
