Select Board approves Tin Roof Diner license and narrowly approves firearms-transferee license

At its June 2, 2026 meeting in Pownalborough Hall the Dresden Select Board approved two business licenses: one for the future Tin Roof Diner (formerly Kathy's Corner) and one for David Babcock as a federal firearms transferee. The Tin Roof Diner license was approved unanimously after the applicant said State permits and inspections had been obtained, although recent concerns about the property septic system were noted.

The board also reviewed an inquiry from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regarding local registration records for David Babcock's firearms-transferee business. Nicole Rogers told the Board that historical local records were limited. Board members discussed whether additional local documentation should be requested but, citing a prior approval under a different administrator and proof of payment, moved to approve the license to avoid creating a conflict with the ATF or State. The motion to approve was made by Jeff Bickford and seconded by Keith Allen and recorded as passing 2–1.

The minutes record the Tin Roof Diner owner as saying required State permits had been obtained and inspections completed; the Board did not place additional conditions in the minutes. For the firearms-transferee license, the Board did not record names of individual yes/no votes beyond the 2–1 tally.

Next steps recorded in the minutes are administrative: the Town will maintain whatever records exist and address any further ATF or State follow-up as needed. No additional conditions or compliance deadlines were recorded in the minutes.
