At its regular meeting the Village of Harrison board approved several contracts and policy changes intended to advance public safety, infrastructure and village operations.
Contract awards and procurement - Generator: The board approved awarding the emergency-generator contract for Village Hall to OE Power Systems (Appleton) for $213,770 after staff clarified a previously misstated figure. Trustees noted past power surges that damaged equipment and supported the purchase to protect village systems. - Asphalt resurfacing: Trustees awarded the 2025 asphalt resurfacing contracts to Northeast Asphalt for $1,712,567.53, noting the project had been budgeted at roughly $2.3 million and would leave savings to apply to other capital needs. - Harrison Commerce Park: The board awarded the low bid for utility, roadway and stormwater-pond construction at Harrison Commerce Park to Donald Hepburn Sons Inc. for $1,316,945.25, including supplemental items needed to connect the new fire station. - Key-fob security: Trustees approved a $12,277 contract with Tech Security Systems to convert village-access control to a key-fob system for Harrison Utilities, to be funded from fund balance.
Ordinance and resolutions - Poultry ordinance (B25-06): Staff recommended and trustees approved an amendment to Chapter 6.3 to allow up to six chickens per urban lot, increase minimum interior coop area from 25 to 30 square feet and cap the coop/run at 60 square feet. The measure passed by roll call. - Impact-fee resolution (V2025-07): Based on a consultant report, the board moved dollar values into the fee-and-penalty schedule and approved increases that staff summarized as: single-family fire impact up by $7, law-enforcement impact up by $15 and park impact up by $136; trustees approved the resolution by roll call. - Trail grant authorization (B2025-08): The board authorized staff to submit a DNR stewardship grant application (deadline May 1) to fund 20% of an Old Highway Road trail project estimated at roughly $905,000.
All procurement motions were approved by roll call with six ayes and one trustee excused unless otherwise noted. Trustees said the resurfacing savings would be applied to upcoming capital needs, including supporting the fire station project to limit borrowing.
