Council approves $6,000 grant‑planning retainer; public flags consultant and vendor reporting gaps

The council on July 7 approved a short retainer with Langton (marketed in the packet as LinkedIn Associates/Langton Associates) to deliver a needs assessment and a strategic grants plan for the town, with staff recommending contingency funding to pay for the contract through Sept. 30. The $6,000 agreement is an initial retainer to assess grant opportunities and prepare a prioritized plan; the consultant pledged a 90‑day deliverable.

“Those are 2 living documents that will be provided to you,” said Heather Polenglick of Langton Associates, describing the assessment and strategic-grants plan deliverables during the meeting. Council members framed the contract as a targeted investment likely to produce applications and to reduce scattershot lobbying expenses.

At the same time, public commenters pressed the council for clearer vendor reporting. Resident and finance‑committee member Tracy Rafowitz highlighted missing exhibits for recently uploaded consultant contracts and asked for an accounts‑payable aging report that separates paid to date from committed, outstanding obligations. She asked for contract scopes, deliverables and invoices to be attached to the cash-disbursement report so the public can understand what was purchased.

Staff said the town’s finance system (Blackbaud) supports detailed attachments and that staff will provide AP aging and obligations reports to the FAC and council ahead of budget workshops. The council approved the Langton retainer 5‑0 and directed staff to bring back more robust vendor/contract disclosure and fiscal detail as part of the budget process.
