The minutes from 05/20/2025 were approved after a motion by Commissioner (speaker S5) and a second; the motion passed with ayes recorded and no opposition stated on the record.
For item 7a, staff explained that the ordinance requires conditional‑use review when an accessory building includes a water closet. The applicant (speaker S4) told the commission they were seeking a permit to install a toilet and sink in a new accessory building on the parcel associated with 7190 Highway 114 (house/parcel references appear in the packet). Staff and commissioners discussed plumbing permits and septic design; Commissioner (speaker S3) emphasized that plumbing permits and final inspections would be required and that septic capacity must be confirmed. Commissioner (S3) moved to approve the conditional‑use permit; the motion was seconded and approved.
For item 7b, staff said the applicant owns 3.27 acres and intends to build a large personal storage building; a water closet in that structure similarly requires conditional‑use review. On the certified survey map (item 7c), staff (speaker S6) explained the developer intends to split Parcel 46672 and add approximately 8,000 square feet from an adjacent parcel (46670) to create Lots 2 and 3. The matter included discussion of wetlands and whether DNR permitting had addressed buildability; Commissioner (speaker S5) noted DNR had granted an exemption on the wetland, and staff said drainage and site grading will be reviewed with future building submissions.
