Plan commission recommends approval of Farmers' Field Pavilion; Kimberly School District to provide labor

Village staff presented the Farmers' Field Pavilion site plan on July 22, describing a roughly 6,000‑square‑foot open‑air shelter with an indoor meeting room, a kitchen/concession area, storage, and restrooms accessible from inside and outside the building.

"The village will be covering all of the material costs, and the Kimberly School District will be covering all of the labor to construct the new shelter," said the staff member (speaker S2). Staff said stormwater drainage had been designed previously to accommodate the building, and that water and sewer will be extended from the south to serve the property; the village is coordinating with adjacent property owners to extend utilities so the building does not rely on a well or septic long term.

Staff said the pavilion had been included in the original master plan for the park and that the village is working with the River of Surge soccer group (a user partner) on concession design and field use. Commissioners asked technical questions about a nearby power line and whether the building could be rotated or expanded in the future; staff described the design tradeoffs and said future expansion would require relocation of equipment if needed.

Commissioner (speaker S7) moved that the commission recommend approval of the Farmers' Field Pavilion site plan for Parcel 33524 (5807 Manitowoc Road); the motion was seconded by Commissioner (speaker S5) and the commission voted in favor.

The staff presentation said the village will manage rentals of the indoor meeting space similar to existing community parks, and the pavilion will be available year‑round. With utilities planned to be extended, the design anticipates using municipal water and sewer when those connections are completed. The commission’s recommendation advances the site plan to the next administrative review and permitting steps.
