Spring Grove Hospital withdraws waiver request after PSC staff asks for more data

Spring Grove Hospital Center filed a confidential request for waiver of a distribution interruption penalty arising from a Jan. 20–23, 2025 curtailment. Staff told the Public Service Commission on July 8 that Spring Grove failed to provide sufficient information requested in subsequent data requests and recommended denying the waiver without prejudice.
Counsel for Spring Grove, Eleanor J. Huff Branigan of the Office of the Attorney General, and facility planner Antoinette McLeod countered that the hospital provided emails and a work order showing the backup fuel system initially reduced load to zero for about 18 hours before a vaporizer pump failure required a brief restart; counsel said noncompliant usage totaled about 569 therms during approximately six hours and that repairs were completed.
Commissioners and staff debated which specific data were necessary to evaluate the good‑faith factors in the tariff; staff asked Spring Grove to work with PSC staff to supply the missing material. The hospital's representatives agreed to withdraw the motion without prejudice and to provide the requested documentation to staff, and the commission did not hold a vote on the waiver at the hearing.
The PSC record will reflect the withdrawal and will remain open for a future filing once staff and Spring Grove complete the follow‑up.
